RESOLUTION No. 058-2026/CDB-INDECOPI – THE ANTI-DUMPING DUTIES REMAIN IN FORCE FOR AN ADDITIONAL FIVE-YEAR PERIOD ON IMPORTS OF TAFFETA-WEAVE FABRICS MADE EXCLUSIVELY OF POLYESTER STAPLE FIBERS AND COTTON ORIGINATING IN THE PEOPLE’S REPUBLIC OF CHINA.

Within the framework of the periodic review of trade defense measures, INDECOPI’s Commission on Dumping, Subsidies and the Elimination of Non-Tariff Trade Barriers assessed the continuation of the anti-dumping duties applied to imports of taffeta-weave fabrics, made exclusively of polyester staple fibers and cotton (with polyester accounting for more than 50% by weight), in greige, white/bleached, and single-color dyed forms, with a width of up to 1.80 meters and a unit weight between 80 g/m² and 130 g/m², regardless of the declared use, originating in the People’s Republic of China; initially imposed in 2021. This assessment was carried out following a request submitted by the domestic industry, within the framework of an expiry review (sunset review) proceeding, as provided for in the WTO Anti-Dumping Agreement.

As a result of the analysis conducted, it was determined that there is a likelihood of continuation or recurrence of dumping, considering that China maintains a high share of the Peruvian market, with prices lower than those of other suppliers and significant export capacity. It was also verified that the domestic industry continued to show unfavorable economic indicators, such as declines in production, sales, employment, and profitability, in a context of competitive pressure from imports at undercut prices.

Likewise, it was concluded that, if the measures currently in force were removed, imports could increase in volume and continue entering at prices below the domestic market, creating a risk of further aggravating the injury to the local industry. Accordingly, the authority considered it necessary to maintain the existing protection to prevent a recurrence of the identified injury.

Accordingly, Resolution No. 058-2026/CDB-INDECOPI provides that the anti-dumping duties applied to imports of taffeta-weave blended fabrics originating in China will remain in force for an additional five (5) years, counted from November 20, 2026.
