The regulation approves twenty-three (23) standardized documents aimed at facilitating the implementation of services and emergency Optimization, Marginal Expansion, Rehabilitation, and Replacement Investments (IOARR) through the Works for Taxes mechanism, in response to the El Niño Phenomenon.
The approved documents include templates for the prioritization of interventions, certification of available resources, appointment of the Special Committee, direct contracting, submission and evaluation of proposals, execution of investment agreements and supervision contracts, as well as the issuance of certificates of compliance, final settlements, and public investment certificates.
These documents apply to procedures initiated under Emergency Decree No. 010-2026 until their completion and may be adapted by public entities, provided that such modifications do not conflict with the regulatory framework applicable to the Works for Taxes mechanism.The measure seeks to promote the uniform and expeditious implementation of interventions aimed at prevention, preparedness, response, and rehabilitation in connection with the El Niño Phenomenon.
Effective date: September 7, 2027.
