The Free Trade Agreement between the Republic of Peru and Hong Kong, China, and the Side Letter on Professional Services were signed in Lima on November 15, 2024, and subsequently ratified by Supreme Decree No. 030-2026-RE on July 15, 2026.The Agreement is expected to promote investment from Hong Kong into Peru and covers trade in goods, trade in services, investment, intellectual property, among other areas, with the aim of providing a stable legal and commercial framework for Peruvian exporters and investors.
Following the corresponding written notifications between both Parties and the completion of their respective internal procedures, it was agreed that the Agreement and the Side Letter would enter into force on September 1, 2026. Accordingly, their implementation is to be ordered.The entry into force of the Agreement and the Side Letter will enable the application of the provisions set forth therein.
Accordingly, Supreme Decree No. 010-2026-MINCETUR provides for the implementation, as of September 1, 2026, of the “Free Trade Agreement between the Republic of Peru and Hong Kong, China” and the “Side Letter to the Free Trade Agreement between the Republic of Peru and Hong Kong, China on Professional Services.”
