PUBLICATION IS ORDERED OF A DRAFT RESOLUTION APPROVING THE GENERAL PROCEDURE “AUTHORIZED ECONOMIC OPERATOR CERTIFICATION” DESPA-PG.29 (VERSION 4)
By means of Superintendency Resolution No. 000061-2022/SUNAT, the general procedure “Authorized Economic Operator Certification” DESPA-PG.29 (version 3) was approved, which sets out the guidelines to be followed for obtaining and maintaining certification as an authorized economic operator, the requirements that must be met and the facilitation measures granted, as well as the procedure for suspension and cancellation of the certification.
However, in order to comply with the commitments established in the Mutual Recognition Agreement signed with the U.S. Department of Homeland Security’s Customs and Border Protection (CBP), it is necessary to align the provisions with the security measures required of authorized economic operators under SUNAT’s Authorized Economic Operator (AEO/OEA) Program, with those required by the C-TPAT (Customs-Trade Partnership Against Terrorism) Program.
Additionally, as indicated above, it is necessary to incorporate new types of operators into the AEO/OEA program in order to provide greater security to the international supply chain; to clarify certain aspects related to the certification process and its maintenance; and also to establish the AEO/OEA’s responsibility to carry out annual self-assessments.
Accordingly, through this Resolution, the National Deputy Superintendence of Customs submits the draft Superintendency Resolution approving the general procedure “Authorized Economic Operator Certification” DESPA-PG.29 (version 4), so that it may be published together with its corresponding statement of reasons, and so that comments, contributions, or opinions from operators and the general public may be received.
