Superintendency Resolution No. 000281-2025/SUNAT

THE GENERAL PROCEDURE “AUTHORIZED ECONOMIC OPERATOR CERTIFICATION” DESPA-PG.29 (VERSION 4) IS APPROVED

Through Superintendency Resolution No. 000061-2022/SUNAT, the general procedure “Authorized Economic Operator Certification” DESPA-PG.29 (version 3) was approved, which sets out the guidelines and requirements for obtaining and maintaining the certification as an Authorized Economic Operator (hereinafter, AEO), as well as the facilitations it grants. Likewise, it develops the procedure for suspension, cancellation, and extension of the certification.

In this regard, in order to align the measures required of AEOs by SUNAT’s Authorized Economic Operator Program with the C-TPAT (Customs-Trade Partnership Against Terrorism) Program, in compliance with the provisions of the Mutual Recognition Agreement signed with the U.S. Department of Homeland Security’s Customs and Border Protection (CBP), a new version of the procedure is required in order to ensure the security of the international supply chain against illegal activities.

Likewise, with the aim of achieving improvements in predictability and clarity for taxpayers/regulated parties, and in the customs administration’s actions for evaluating the Authorized Economic Operator (AEO), it is necessary to update the procedure to a new version.

Some of the updates incorporated in this new version are as follows:

  • Inclusion of new operators in Section VI (General Provisions), such as the air carrier and the international freight forwarder.
  • Amendment of the requirements to evidence compliance with the conditions for AEO certification in Annex I.
  • Inclusion in Section III (Responsibility) of the National Superintendent of Appeals, since one of the facilitations granted to the AEO is the preferential handling of claims files in customs matters.
  • Inclusion in Section IV (Definitions) of the concepts of cybersecurity, security incident, and information technology.

This Resolution will enter into force as of 01/01/2026.
