The entry into the country of plants, plant products, and other regulated articles is subject to the phytosanitary requirements established by the National Agrarian Health Service (SENASA), in its capacity as the National Agrarian Health Authority, in order to prevent the introduction and spread of pests that may affect plant health. Within this framework, phytosanitary requirements were established for the importation from the Argentine Republic of cotton combing waste (noil), sesame seeds, lentils, adzuki beans, walnuts, and mung beans, including a pre-shipment fumigation treatment with phosphine.
In this regard, through Note No. NO-2025-115816150-APN-DNPV#SENASA, dated December 17, 2025, the National Agri-Food Health and Quality Service of the Argentine Republic requested SENASA Peru to reconsider the application of treatment at origin and to accept certification of in-transit treatment with phosphine for grains of various plant species and nuts. In this connection, the Plant Quarantine Subdirectorate had previously evaluated the application of in-transit phosphine treatment for grains of various plant species and nuts and determined that its effectiveness is equivalent to that of pre-shipment treatment, provided that it is carried out under controlled conditions, official supervision, documentary traceability, and compliance with the established technical parameters.
Based on this evaluation, it was determined that it is technically feasible to authorize the phosphine treatments currently required before shipment to also be carried out in transit for the six products evaluated, while maintaining the dosages, exposure times, temperatures, concentrations, aeration periods, and other conditions established in the phytosanitary requirements currently in force for each product. Furthermore, it was established that this treatment modality does not modify the regulated pests, existing treatments, or other applicable phytosanitary measures. Therefore, the level of phytosanitary protection established by SENASA Peru remains unchanged.
Accordingly, through this Directorial Resolution, provisions are incorporated into the resolutions that established the phytosanitary requirements for the importation of cotton combing waste (noil), sesame seeds, lentils, adzuki beans, walnuts, and mung beans originating from and shipped from the Argentine Republic, in order to allow fumigation treatment with phosphine to be carried out in transit, while maintaining the previously established technical conditions and level of phytosanitary protection. Furthermore, the phytosanitary certificate must specify whether the treatment was carried out at origin or in transit.
