By Resolution No. 046-2026\/CDB-INDECOPI, INDECOPI\u2019s Commission on Dumping, Subsidies and the Elimination of Non-Tariff Trade Barriers ordered the initiation of an investigation proceeding into alleged dumping practices in imports of conventional and radial passenger car tires originating in the People\u2019s Republic of China.<\/p>\n
The measure was adopted following a request filed by the domestic company Compa\u00f1\u00eda Goodyear del Per\u00fa S.A., which provided reasonable indications of the existence of dumping during the period from September 2024 to August 2025, as well as possible injury to the domestic industry during January 2022 to August 2025.<\/p>\n
In the initial assessment stage, the Commission determined that the imported tires and those produced domestically constitute like products, and that the requesting company accounted for 100% of domestic production during the period under analysis, thereby meeting the standing requirements to initiate the investigation.<\/p>\n
In addition, indications of dumping practices were identified, with an estimated margin of 21.8%, above the minimum threshold permitted. A sustained increase in imports of Chinese origin was also observed, both in absolute terms and in their share of domestic consumption and domestic production.<\/p>\n
As for market impact, a significant level of price undercutting was observed (around 48% on average), which would have exerted a price-suppressing effect on domestic prices. At the same time, a deterioration was identified in the domestic producer\u2019s main economic indicators, such as output, domestic sales, market share, productivity, and profitability margins.<\/p>\n
Finally, the Commission concluded that there are reasonable indications of a causal link between the imports under investigation and the alleged injury, ruling out that other factors explain such harm.<\/p>\n
Accordingly, this Resolution orders the initiation of the investigation proceeding to determine the existence of dumping practices, injury to domestic production, and the causal link between them, and, if warranted, to impose definitive anti-dumping measures on imports of tires originating in the People\u2019s Republic of China.<\/p>\n
