The \u201cAgreement between the Plurinational State of Bolivia and the Republic of Peru for the Operation of the Temporary Border Module in Extrema\u201d aims to establish the regulatory framework for the provisional operation of said module, located in the town of Extrema, Department of Pando, Bolivia, until the construction of the Binational Border Service Center (hereinafter, CEBAF).<\/p>\n
The Temporary Border Module (hereinafter, MTF) will allow the border control authorities of both States to carry out their functions in a coordinated manner, thereby strengthening border integration, facilitating the growing flow of tourism, and promoting international trade.\n\nAmong its functions, the MTF will facilitate control and assistance related to the entry and exit of persons, baggage, goods, and means of transportation, under limited days, hours, and operating arrangements.\n\nThe Agreement also provides for the participation of the entities responsible for border control, including SUNAT, SENASA, Migraciones, SANIPES, and DIGESA, on behalf of the Republic of Peru.<\/p>\n
With respect to customs matters, the MTF is designated as a primary customs zone, where SUNAT and the National Customs Service of Bolivia will exercise their respective customs authorities.\n\nThe Agreement also provides for simplified or low-value customs clearance procedures for goods intended for the import-for-consumption and definitive export regimes, in accordance with the applicable regulations.<\/p>\n
Accordingly, the aforementioned Agreement, signed in the city of Lima on February 24, 2025, and ratified by Supreme Decree No. 011-2026-RE dated March 9, 2026, entered into force on June 15, 2026.\n\nIt will remain in force for up to three years or until construction of the CEBAF in Extrema is completed and the specific agreement governing its operation enters into force, whichever occurs first.<\/p>\n
