DIRECTORIAL RESOLUTION No. D000026-2026-MIDAGRI-SENASA-DSV – SENASA APPROVES TRANSITIONAL PHYTOSANITARY MEASURES FOR THE EXPORT OF GINGER AND TURMERIC TO THE EUROPEAN UNION AND THE UNITED KINGDOM

The International Plant Protection Convention (IPPC), the International Standards for Phytosanitary Measures (ISPM), and the General Agrarian Health Law establish that phytosanitary certification of plant products intended for export must comply with the phytosanitary requirements imposed by importing countries. Accordingly, in Peru, the National Agrarian Health Service (SENASA) is responsible for issuing the necessary measures to ensure such compliance.

Posteriormente, la Comisión Europea y el Reino Unido establecieron requisitos especiales para el ingreso y traslado en el territorio de la Unión Europea de vegetales para plantación y rizomas de cúrcuma longa L. y Zingiber officinale Roscoe, debido al incremento de detecciones de la bacteria Ralstonia pseudosolanacearumSubsequently, the European Commission and the United Kingdom established special requirements for the entry and movement within the territory of the European Union of plants for planting and rhizomes of Curcuma longa L. and Zingiber officinale Roscoe, due to the increase in detections of the bacterium Ralstonia pseudosolanacearum. In this context, in view of the increase in detections of said pest, the European Commission increased the frequency of identity and physical checks applicable to consignments of plants and plant products, including fresh ginger and turmeric originating from Peru. Therefore, it became necessary to adopt transitional measures to strengthen the traceability of these products, reduce the risk of interceptions, and avoid restrictions on Peruvian exports.

In order to optimize the traceability of the aforementioned products and prevent market closures or the imposition of trade restrictions, this regulation approves transitional phytosanitary measures applicable to the phytosanitary certification of fresh ginger and turmeric intended for export to the countries of the European Union and the United Kingdom. Likewise, it establishes that such measures shall remain in force until the definitive phytosanitary measures enter into effect or, at the latest, until August 31, 2026, and may be extended if necessary.

In this regard, through Directorial Resolution No. D000026-2026-MIDAGRI-SENASA-DSV, transitional phytosanitary measures are approved for the phytosanitary certification of fresh ginger and turmeric intended for export to the countries of the European Union and the United Kingdom, with the purpose of ensuring compliance with the phytosanitary requirements imposed by those markets and preserving access for Peruvian products to these destinations.
